GeM Bidding FAQs
Common questions answered
What is GeM Bidding?
GeM Bidding is the process of participating in tenders published on the Government e-Marketplace. Government departments float bids/tenders for procurement of goods and services, and registered GeM sellers compete by submitting competitive offers. Winning tenders means direct sale to government buyers.
How much does GeM bidding cost?
Our fee starts at ₹4,999 per bid for standard tenders. Complex bids (with technical evaluation, multiple products, or high value) may have additional fees. Package deals available for monthly/quarterly bidding subscriptions.
What is EMD in GeM bidding?
EMD (Earnest Money Deposit) is a security deposit required by buyers to ensure serious bidders. Typically 2-5% of bid value. MSMEs registered under Udyam are exempted from EMD on GeM. We help you claim this exemption and manage EMD for non-exempt cases.
Can new sellers bid on GeM?
Yes! Even new sellers can bid, but some bids have prior experience or turnover criteria. GeM has special provisions for startups (DPIIT recognized) and MSMEs — they can qualify without prior experience for many bids under the Public Procurement Policy for MSEs.
What is L1 in GeM bidding?
L1 (Lowest 1) is the lowest quoted bidder in a financial bid. In most GeM tenders, L1 wins the contract. However, sometimes buyers use QCBS (Quality-Cost Based Selection) where technical score also matters. Our experts help you optimize both.
How long does bid preparation take?
Typically 24-48 hours per bid. For urgent bids with tight deadlines, we offer 12-hour turnaround at premium fee. Complex technical bids may take 3-5 days for comprehensive preparation.
